WASHINGTON – On the morning of March 31, 1991, Japanese diplomats in Washington were devastated.
The government of Kuwait had taken out a full-page ad in the Washington Post to thank all the nations that had helped liberate the country from the Iraqi invasion. Japan was not on that list, despite contributing over $13 billion to the effort, raising taxes to fund it.
