TOKYO — Japan seeks to overcome major hurdles like a lack of funding and relatively low pay for researchers in its 100 billion yen ($698 million) package to attract foreign talent.

The package will make Japan “the most attractive country in the world for researchers,” Minoru Kiuchi, Japan’s minister of state for science and technology policy, said at a news conference Friday.
