BANGKOK — Thai Oil will invest an additional $1.7 billion into a refinery for cleaner fuel, construction of which has been bogged down by delays, the company says.

The unit of state-owned PTT has been developing the refinery in the eastern province of Chon Buri since 2019. The site is expected to be operational as soon as next year.
