TOKYO — As Tokyo, Kyoto and Osaka draw the bulk of international tourists in Japan, cities in the western part of the country are teaming up to attract visitors ahead of the opening of Expo 2025 this month.
The city of Fukuoka on the island of Kyushu took the initiative with a tourism promotion alliance formed last May.
