TAIPEI — Taiwan Semiconductor Manufacturing Co. plans to make 30% of the world’s most cutting-edge semiconductors in Arizona to help the U.S. build an “independent” chip cluster, but said it is not in talks to form joint ventures or share technology with other chipmakers.

TSMC Chairman and CEO C.C. Wei said on Thursday that his company “is not engaged in any discussion with other companies regarding any joint venture, technology licensing or technology transfer and sharing,” addressing market concerns over a rumored partnership with Intel to boost the U.S. chipmaker’s output.
